Downtown Oakland Specific Plan Approved:

After almost a decade (these things never move quickly!), the Downtown Oakland Specific Plan (“DOSP”) was adopted by the Oakland City Counsel in July. This plan is a road map that covers the plans for development in Downtown over the next 20 years. It is the first ever specific plan to cover the Downtown area. 

Getting to a final draft involved significant input from the public and government agencies alike. The plan aims to:

  • Increase housing and jobs near transit lines, including commercial space and affordable housing stock
  • Revitalize local business by filling ground-level retail and increasing foot traffic 
  • Address public safety issues
  • Reconnect West Oakland with downtown
  • Expand funding for public services
  • Protect against effects of climate change with sound infrastructure policy

The city envisions a more thriving, safe and welcoming mixed-use area around Downtown, with growth in the R&D and biotech sectors and preservation of existing industrial jobs. Among other goals, the aim is to add 29,000 homes to the area by 2040.
