The Board of Supervisors in San Francisco is considering a proposal that would increase the penalties for performing certain kinds of work without permit. In particular, this proposal would focus on work done to historical buildings, as well as illegally combined units.
Anecdotally, we have seen an increase in crackdowns by the city on two-unit buildings that are effectively being used as single-family homes. Because of the dearth of housing units in SF, the city is highly motivated to stop the elimination of units from the housing stock.
The legislation, referred to as Board File No. 220878 hasn't yet passed, but it appears to be moving in that direction. Read more details here in this helpful article from local attorneys Reuben, Junius and Rose.
